South America is not "ours" - we have no ownership over it as Americans. Second, the addition of a reactor to Venezuela's infrastructure is a positive for Venezuelans. It means they get their electrical needs met more easily without consumption of their primary (exportable) natural resource - oil. With more oil available to be exported Venezuela stands to become more prosperous and thus more influential in the region. The United States shouldn't be at all suprised by countries allying themselves for mutual benefit. The US has regulated market control (and thus economic influence) everywhere it could for the last hundred years - mostly towards exploitive gain. If this works, I expect more countries to try to utilize "alternative" economic assistance from factors beyond the United States.
