    I only know the law in the UK where if it transpires that no offence was committed the citizens arrest will have been unlawful. It's a potential minefield and I wouldn't recommend it unless you were absolutely convinced that an offence has been committed by the person you are going to arrest, you can arrest them without any danger to yourself and it is the only way for the person to be arrested.
