Depends on how far up on their list a relationship is. To me a relationship is a high priority but not to others.

It's possible if the person really wants to. Depends on what is important. Sometimes you have to choose job over a relationship if it gets you were you want to be. A company I worked at had an international VP of Human Resources quit, shortly after getting promoted, because she couldn't find enough time for her family with the demands of the job. So the choice was, job or family.

It's all about priorities. Someone who is "too busy" for a relationship is either uninterested in having any relationship or just not into the person that's askin for one at the time.

I honestly think if you really care about the person and want to pursue a relationship with them, then you can make time for them.
