They aren't vegan if they eat that. Though it may depend on when they use the term. I tell a lot of people I'm vegetarian because I'm so picky about the meat I eat that when I'm out, or being served a meal by someone, it's easier for them to think I'm a vegetarian and cook for me as if I was, than for me to explain all the requirements around eating meat. Lol.
