No, it's not technically illegal to be homeless. I have a college friend that bounces back and forth between gerany and the US for his PH.D. work. He just lives out of his car when he's in the US because he hates having an appartment that he basically never uses. Being homeless isn't illegal, but it's got a strong social stigma against it, and lots of lawas making it hard to find a legal place to sleep at night. Anit-loitering laws, park closures, etc.

No, not around here, but then again, you can get killed and then you're savings go to your burial..If you're not ripped off by the thief, cops, ambulance, corenor help...
