I'd make or purchase my own reusable bags, or re-use the shopping bags lying about my house from previous shopping trips and go to the closer store.

If that store offers better prices or is more convenient to you, you can bring your own bags and avoid paying the 30 cents

It would depend on whether the prices were cheaper at the store that charges for bags. I shop at Save-A-Lot and you have to buy you own bags or use their boxes for groceries. I just spent $30.00 at the no frills store but would have easily spent $45.00 at a premium supermarket. So buying a couple of bags would definitely be my choice.
