Personally, I don't believe it's a good idea to let your cat roam anywhere. You tend to expose them to diseases other cats may have, not to mention getting hit by a car or having a dog or another cat tear them up. A neighbor's yard is just that, not yours...so you don't have control over it and what might harm your cat. Keep it indoors and spend more time with it...the cat will end up bonding to you more and you'll end up with a great companion.
