I was in college at that time. So I must answer from my memory. I think #1 is possibly the correct one. I also think #2 is probably the correct one.

The first. The period should be inside the quotation marks.

Out of these two, the first one is more correct. However, technically they are both incorrect, as there should be a comma after "declared".
