If you are talking about the training departments in companies and factories,they train the Managers in the latest management techniques.They train the office supervisors and on line supervisors in personnel management.They train the office staff in the skills to do their function in the company.They train the production operators in off line training schools in new on line skills such as welding and assembly skills etc.

Although I was employed as an industrial training officer I cannot fully advise you what to put in your plan as I never worked on the administration side. I can advise you that the main object of a training department is as follows.
To train the employees at every level from higher management down through to the lower management levels including shop floor supervision and production operating staff. The benefits of a good training department are to fully educate their employees to be fully proficient, and to understand the process of manufacture etc, and so motivate them to be efficient in what they do. That production is increased so as to maximise profits for the company, and in doing so to keep the production costs low including wastage of stock down to a minimum. Also to encourage suggestions from the employee that will increase production so that the manufacturing process is more efficient without any loss of quality, and without increasing labour costs. Also to encourage the employees to report manufacturing machinery that is worn and in need of preventative maintenance before the machine breaks down fully and causes a costly loss of production*.Operators who work machines regularly get to know the sound that their machine makes during the manufacturing process, and a good operator will inform his/her supervision that the machine sounds different. Of course there are others who want the machine to break down anyway, so that they can have a rest.*
A good training department will make sure that the employees are kept up to date with the latest methods of training, as a fully trained workforce is an efficient trained workforce, and employees who can think on their feet are worth more than gold.
Training departments also organise forklift driver training, H.G.V training, industrial safety training, first aid training, team building training, management skills training, you name it they do it.
Employee Training & Development
In today’s industries the employee has to be multi skilled, and some have to know more than one language so that they can communicate with their suppliers abroad. Some have to have good IT computer skills to conduct administrative tasks. Also today’s employee have to be trained in safe work practices, such as handling hazardous chemicals ) Hazchem ) eye protection and cleanliness of the work area etc.
To be trained in the latest technologies and new work methods. Today’s workforce need to get along with each other in the work place and it is essential that those who cannot get along are placed with others who are of the same mind. Mass production can cause stress to individuals and training must be given to help those employees deal with stress. Then there is sexual harassment in the work place and employees must be encouraged to report this type of abuse. Then there is racial harassment which must also be dealt with by educating the workforce.
