There aren't any unique cards. Many companies sell services to municipalities and gas is one of them. The cards will vary from city to city or even between city departments, depending on the fuel needed.

Or it could be a conventional credit card issued to the department and that goes with the car, not the officer. Many cities use those cards to keep track of costs.

Mr Ham is correct, not because I know, but because bus companies do the same thing.

Many individual gas stations will issue cards and have contracts with companies / organizations; insures business, simplifies billing, keeps control-- vs receipt submission for reimbursement...

I work for the city in my hometown, and there is no special card system, simply a special shop where all city vehicles get their gas. No exchange of currency takes place, plastic or otherwise.
