Well if a woman is showing her goods then yea it will "catch my attention" better, men are men and boobs are boobs. That doesn't, however, mean that I will find her attractive JUST BECAUSE she is dressed more revealingly.

Depends on the circumstances. A woman covered among women that you describe just looks odd. I actually thought about that recently while I was out for a coffee. In that case even more as these ladies only showed their eyes and were sitting right in the middle of revealing ladies. It looked strange. But it would create more attention if the lady in short shorts and revealing top was somewhere in a bazar in some remote turkish village. Perhaps too much attention to the level of dangerous...
