Why did Jesus say that his disciples should pray for God's will to be done in heaven?

Unless I'm mistaken, the passage you're referring to is Matthew 6:10, which reads, "Your kingdom come. Your will be done, On earth as it is in heaven." I think the proper interpretation is that God's will in heaven should be reflected on earth. God's will reigns in heaven, but does not on earth, since it's fallen and imperfect. Nonetheless, it is up to us, his creations, to effect his will here.
