Second accounts as you describe are known as sock puppets and there is no doubt that they can be used as you describe. However, you have to put a lot of effort in before you can award +6, so I would suggest that the points came from a friend or somebody who thought it was better than you did, rather than a sock puppet account. Some people routinely award +5 whenever they see a friend's question and +6 when they see a friend's answer. I came to the conclusion that points are meaningless when a correct factual answer of mine was ranked below several incorrect ones. I think it's best to just ignore the points.

Some people rate friends answers, some rate all answers, some rate no answers, and some only rate ones they like. There is a limit to how many times you can rate someone in a week, so having a fake account to uprate youself would only go so far.
