If a RB is pretending to carry the football, it is legal for him to be tackled by a defender. In this situation, if the defender is grabbing a RB in an attempt to tackle him, it is a legal play (as long as the RB continues to pretend to have the ball). In other situations, it is illegal to grab onto the RB although they're unlikely to call defensive holding on screen passes if the intended receiver is engaged in a block.
