DESPITE the dual answer here, the popularly accepted one is Galileo. RF The first time, as far as we know, that anyone put two lenses together to make a telescope-like optical instrument was in 1608, in Holland. The inventor of an opera-glass like telescope was called Lipperhey. He was unable to get a patent, however, because his invention was deemed too easy to reproduce. Perhaps the reason it had not been done before was that to get magnification, one needs a concave lens stronger than the convex lens being used with it, and commonly the lenses in wide use were the other way around. Galileo found out about this invention in the spring of 1609, and immediately set about improving it. He saw it as a possible way out of his financial difficulties. He was an oldest son, and so was responsible for his younger sisters' dowries. excerpt from link: http://galileo.phys.virginia.edu/classes/109N/lectures/galtel.htm

Hans Lippershey in about 1600 Galileo and Newton added to the design

Great question, There is some evidence pointing to telescopes having been around a lot longer they they are credited to have been. Here is an interesting link regarding that, and some more information below. http://ancientskyscraper.com/224801.html ** In 1608, Hans Lipperhy became the first scientist to apply for a patent for the telescope. Two other inventors, Zacharias Janssen and Jacob Metius, also developed telescopes around this time. Modern historians consider both Lippershey and Janssen to be likely candidates for the title of "inventor of the telescope," with Lippershey possessing the strongest claim. In 1609, Italian astronomer Galileo (1564-1642) developed his own refractor telescope for astronomical studies. http://www.enotes.com/science-fact-finder/space/who-invented-telescope

Hans Lippershey (ca. 1570-1619), a German-Dutch lens grinder and spectacle (glasses) maker, is generally credited with inventing the telescope. This is because in 1608 Lippsershey became the first scientist to apply for a patent for the telescope. Two other inventors, Zacharias Janssen and Jacob Metius, also developed telescopes around this time. Modern historians consider both Lippershey and Janssen to be likely candidates for the title of "inventor of the telescope," with Lippershey possessing the strongest claim./ http://www.enotes.com/science-fact-finder/space/who-invented-telescope also, http://en.wikipedia.org/wiki/History_of_telescopes
