if you have a new car with rear disk brakes (most models) it will only damage the parking brake system. If it's an older car or one with drum brakes and you drive over 10 miles, you will damage the rear brake shoes and stretch the parking brake cable.

If the hand brake needs adjustment you may be able to move the car with it applied. If the brakes are worn it will cause the e brake not to hold properly. Long term application will cause the brakes to overheat and the car will mostly feel like it is dragging something.If the brakes are good and the hand brake is adjusted it would be hard to drive with it applied.
If the parking/emergency brake is adjusted properly, no. On my car, unfortunately, yes, I can drive with it on which only wears my brake pads out more quickly. On the cars with the handle that you can lift up on, it is more than just a parking brake. We used to call them "emergency brakes" because if your brakes failed you could use that to help stop the car. If you lift up on it and pump the brakes a couple of times you have much more braking. Not so convenient for the ones that are the step on/step off pedal.
