Seems to be fashionable to use a sort of twisted brain of differently coloured ropes. Or you could try 80's style trouser suspenders!
-
tie a sweater around your waist via the sleeves. I guess you could also use string, or an extension cord
-
Try a rattlesnake, a live snake would be a great party belt, shake rattle & roll
-
a pice of rope or braces LOL
-
Do you have a long necklace? If it is for something dressy they always look good. Or the long nylon/silk scarves one on its own or a few twisted together would look pretty for party attire.
-
I wear men's ties as belts with jeans quite a lot, which looks rather cool if I do say so myself. Just don't use the musical ones.
-
i used necklaces beads, you know the beads, if you get them quite long the look really trandy! =]

I was working on a job yesterday, and overheard a co-worker complain that all he had on for a belt was a string, ha, ha, I was wearing a string for a belt too!
-
Rope if youre going for that cowgirl look.

A scarf.

Flexi-telephone cord spray painted different colours.
-
Ribbon.
-

-
I prefer a necktie.

Well, let's see ... maybe a colorful scarf, mens tie, beads, a thick rope I guess (for that "Daisy Duke" look), a few bandana's tie'd together ... for a retro 60's - 70's look, you could tie dye pieces of cloth and tie (or sew) them together. If you dont really need a belt and have hugging jeans, you could paint a "belt" on them ...or BeDazzle them :)

String a bunch of paper clips together. Let two strands of paper clips hang down at the front, kind of like a tied scarf. If you use those plastic (or metal) colored paper clips, you can get really creative, and you can make it match whatever you're wearing.
-
Rubber inner tube knotted creatively.
-
A scarf (as in silk scarf not wooly winter scarf).
-
my friend used a shoe lace

haha... whenever I need a belt urgently... I've used nylon rope, headphone cable, and even a jumprope on occasion...
-
I have a really cool belt that is actually a luggage strap. it is rainbow colored and has a way cool clip...i got it at a garage sale.

Do fanny packs count as belts? Either way, get about eight of them and put them on your waist. Don't stop there though. You can put them on all of your limbs, and you can even make a headband from one! You'll look like an idiot, but think of all the spare change and ticket stubs you could hold on to!
-
Duct Tape always works for me
-
Rope, maybe one of those fake vines that you get at a craft store? umm... this sounds kinda weird, but a friend of mine uses shreds of handkerchiefs tied together, and it actually looks kind of cool.
-
Does it have to be a belt? What about suspenders... Use car boaster cables!
-
