I'm telling you honey its the lack of sunlight thats causing him depression. My mom has 9 different birds and they all look depressed during the winter.
-
they have to have a partner or a mirror or both they need company they also need there cage coverd at night with a blanket and put in the window for sunlight durring the day. look them up on the net you can find out more about them and why these things are sooooooo important
-
well you could put a mirror in the cage to keep it campony or try to carm it down by holding it against your chest
-
do you spend enough time with him? if he doesnt have a partner and hes lonely a lot then maybe you should give him more attention.

Show him the parrot sketch...

He needs attention. You need to be his friend or else get him a friend, another budgie. Sometimes a mirror will work but I find it sometimes just frustrates them. But if he isn't finger tame and friendly, now would be an excellent time to train him and make him your special friend. Often, when they don't have another bird in with them they turn to humans for that and make excellent pets.

Thought our budgie was sad because his friend died. Bought two new budgies to share a cage with him and he ignores them and sits there like a moody old man. Not sure what else we can do now.

You should try to find him a mate, even if it is the same gender. Let him out of his cage for a few more hours each day. Talk with him; parakeets can also learn how to talk, and he'll really like it. And if you clipped his wings, let them grow out - parakeets love flying. Hope it helps! By the way, if you want to teach him to talk, then don't get a mirror or another parakeet - that's only if you're really committed to playing with him every day.

He needs a new friend.

Birds can be like people in that they aren't indiscriminate with their friends, so even with his new cage-mates he could miss his old buddy. Does he have enough space to himself? Three birds is a lot in one cage. Does he have toys that he enjoys? Do you let them out for time outside the cage? Is he getting any sunlight?
-
get him a friend, talk to him, get him some action (haha). Get him a mirror, but really think about a friend and keep them in separate cages until they are comfortable. Also, close the windows to a small room let him out of his cage and leave his little door open so he can go back in. He may need some exercise.
