A lot of people do that for their own fashion statement. Also, some places have huge contrasts between night and day temperatures, e.g. 45 degree mornings and 75 degree afternoons. You don't have to walk very fast to overheat in shorts and t shirt at 75 degrees let alone in trousers. On the other hand, 45-50 degrees is too cold for shorts and a t shirt. It is also practical in active sports in cooler weather, or in hot places with a lot of air con. Finally it can rain at almost any temperature and not everyone likes carrying umbrellas.

That they were a little wierd or touched in the head as it is below 0 outside.
