Willie wrote it in about 1961. He was living in Ft.Worth. There was a large department store downtown called Leonards. A blind man would set out on the sidewalks nearby and sell paper, pencils, ribbon ect. to make an income. I myself can recall buying things like this from a blind man on the streets of Greenville, Texas during the 60's. Out support of the disabled has improved greatly.
