Try lemon oil or hot pepper oil. Dogs hate the smell of these things, so it should encourage him to go elsewhere.

They get it on their pads and can transfer it to their eyes where they can seriously almost claw them out. It's CRUEL.

Have you talked with the owner of the neighboring porch pooper? Maybe they could find a solution after all it is their dog. If the dog has access to your yard he has claimed it to be his territory and will continue to do so until you take it back from him. Sounds cruel but it might work if u keep him away enough.

A little bit of cayenne pepper sprinkled around would do the trick, but as someone else mentioned, it's a bit mean. You might also try Bitrex, although I'm not sure whether it works on animals the same way it does humans.
