Temporary rule of a civilian population by military authorities during a time of emergency. Normally it is imposed in a limited geographical area, but it could be a whole country. There has been discussion of how martial law would be implemented in the United States after a nuclear attack or after a terrorist attack of sufficient magnitude (corresponding to the “code red alert” in the five-color Homeland Security Scheme.

When military authorities take over the law in a controlled area in a crisis. such as wars, terroism and an example is Hurrican katrina. Many people were looting stores, people were getting killed by other people, there was barely any police to protect and serve so the National guard and military had to be called in to have the area contained and have regualr patrols to try and keep everything as orderly as possible.

When military troops are called in to take control of the situation. This will occur when the local police are pretty much powerless or the region is being controlled by absolute chaos. Martial Law usually involves some extreme riot situation or public outburst that the police cannot control. Under this situation, the law and the military authority are substituted with much stricted military codes to treat civilians with much more force and hostility than when the peace is being disrupted by that one individual alone.
