Revolving.

Evolution doesn´t have a schedule, there is no inprogrammed progress. So whether we devolve or "evolve" depends on the point of view, and how you would define progress. Actually, our environment has become so artificial that we can´t really speak of natural selection anymore. With health care and medicine, even the genetically ´weak´ people surivive. It is therefore possible that our resistance to diseases will decrease with time. But since evolution takes thousands of years to show changes, this is probably not going to affect us since most likely we will have killed ourselves and destroyed this planet by then anyway.

Devolving. Intelligent people are not reproducing as much, or at all, in order to focus more on their careers. On the other hand, stupid people tend to breed like rabbits. But, as aforementioned by 773491, it will years and years before we see any major effects.
