  • North Carolina.
  • Any gulf coast State will suit your fear of ice. Stay away from the gulf if you wish to stay flood-free, however. ;-) Most cities will have a small number of apartments which allow small pets. Me? I'm a dyed-in-the-wool Midwesterner with no fear of ice or snow. The standard of living is better here, so I refuse to move.
  • No ice EVER is problematic. As a general rule I'd suggest the southwest - Nevada, New Mexico or Arizona.
  • I would say somewhere in the south west, but I'm not sure of the cost of living. Try this site...kind of fun. http://www.findyourspot.com/
  • Check out Olive Branch or South Haven, Mississippi. They are ten to fifteen minutes south of Memphis, Tennessee. Nice area, mild winters, excellent job situation, low cost of living, excellent schools. And the people! Friendliest place I have ever been.
