if it was great grandparent and grandchild on an outing then yes.

it's socially unacceptable for anyone over the age of 3 to want to go out with a 2 year old. 4 is pushing it, I mean already twice the two year olds age

I am not sure the question is worded great. I am assuming you mean the question in reference to grand parents or great grand parents taking out their grand kids. That is fine so long as they can keep up with them. If you meant the question in any other manner then you are one very sick person.
