Apparently there is none. For that matter there also doesn't seem to be any for rating positively either. Just an observation.

Its a matter of personal taste.

My personal criteria is: 1) If the answer is obviously not even an attempt to really answer the question. 2) If the answerer is being unnecessarily insulting to the questioner. (calling names, etc. I do not downrate if someone says "you need to grow up" to a girl who asks, "I had two abortions and I just had unprotected sex for the 500th time. Could I be pregnant?" That I would consider reasonable." 3) If it presents false information as factual and true. That's all I have so far.
