Unlikely, because viruses are generally at a lower level than cells. What you describe is like asking if people can carry cars instead of cars carrying people. Viruses fit inside cells, not the other way round.

No. Definitely not. The viral genome is just not big enough to carry the genetic material required (which would basically be the whole human genome). They don't have the cellular material to produce cells themselves. There are viruses which can cause existing human cells to divide. This is how some viruses cause cancer.
