How do I check if someone is abusing the rating system; and if so; report the user?

You can't really. Whether a user is 'abusing' the ratings system is subjective. Obviously there are trolls who do, but it's often difficult to differentiate a troll with somebody who believes they have good reason for rating the way they do. If you want to report someone/something, I suggest you email Joel (joel@answerbag.com), you could also use the feedback form at the bottom of the page, but you're unlikely to get a response.
