I see where you're going. Of course the answer is congress, but is there a problem even bigger when the president doesn't ASK the congress before acting upon a law? i.e. bush declaring war without the congress' approval. Also, is the congress really a problem when citizens don't do their part? Walk outside your house and ask 2 neighbors, ask if either one of them wrote a letter to a congressman expressing their concerns. Did they? The answer is no. Because your neighbors, much like myself and my neighbors, are being spoon fed bullshit by the government; and to make it all worse, we are unwilling to learn the real cause behind our problems. It's our illiteracy, and our negligence, which has led our nation to this point.
