Yes. I'm with a regional ISP in Canada that has been around since the days of BBS. They cost a little more than the big telecoms, but their level of customer service is much better due to their smaller size. I'm talking to a live person in minutes (when they're open). Talking to anyone isn't necessary very often. I have DSL, the service is essentially 3Mb/sec, which isn't as good as the best cable service, but good enough for me.
