yes, the toilet has absolutely nothing to do with your power grid. it's just the water and sewage involved. hooooowever, if a large part of your city is suffering from power loss, including your water cleaning plant (mine's close to my house) then careful with that water because though toilet water is necessarily the cleanest water, it'll be less so with the water plant out of comission but yea, no owrries, it'll work

Yes, you can still flush the toilet when the power is out, with one exception. Most toilets have a tank of water on the back that holds enough water to flush at least one time, even if the water supply was off. If you live in a place that doesn't have public water, meaning you have to get the water from the ground via a well using a pump (that may be in your basement or possibly outside of your house) you would not be able to flush without power. You would still be able to flush with the water in the tank. You should also be able to refill the toilet tank with what's left in your water storage tank, depending on how the pressure switch is set on your pump. Without power to run the pump, you couldn't refill the tank, and thus would soon be unable to flush

Yes you can, The toilet has a tank on the back that holds the water for the flush. Even if you have got a well and rely on a pump to provide your water you should still be able to flush at least once. If you are on city water you will have multiple flushes even if the whole city is without power as some pumping stations have emergency generators that kick in to provide power for the pumps at the pumping stations and even if they dont you would still have water until the water tower was exausted.
