What are the chances it's small enough to go down the toilet?

I would say slim but yes, till cold weather hit anyway, how else would they have gotten into some cities sewer systems?

Yes,they are in the New York sewers,and they live off the rats that are in the sewer system.The sewer is so far below the surface they can survive the cold.Sewer workers have reported being chased by them.When babies the alligator's spine is very flexible and could fit through drain pipes coming from a toilet.I had a cayman(type of alligator) as a child.

Probably but, be sure the alligators don't swim upstream.
