Why is it that when you flag a question because it is a duplicate, and the duplicate is the EXACT SAME QUESTION VERBATIM, answerbag can't seem to "find a match"?

AMEN! I've been meaning to getting around and asking this for a long time. What's worse: then they lower your moderation percentage points. Makes you look like an illogical whiner. I really rarely moderate since I don't know what the standards are, and it seems like there aren't any or they aren't clear. I have rated a question as "nonsense" since it was not in English/ translatable. But the staffers thought it was...a-okay!

Because the question hasn't been approved by the moderator yet and isn't in the system. It seems to take quite a while for the to get in. I've had the same trouble when I want to flag when a new user asks the same question repeatedly over the course of an hour.
