It would never work, just like Prohibition of alcohol didn't work. People are truly addicted to it and would get it somehow. It's better for the government to be able to put a tax on it and at least get something out of it.

I think it would be impossible to enforce, and any law that is largely ignored makes legislators look silly. If the question is whether the government shoud seek ways of eliminating smoking, I would say absolutely, but I would be hard pressed to figure out how to do that.
