Tehran ! It takes me 1 hour to get to my university in the rush hour , but it may take 10 mins when it's not the rush hour.
-
London! Those nitwits don't even know which side of the road/street to drive on! :-) Furthermore, and worse, they allowed ME behind the wheel! Not smart...not smart at all...especially watching me approach a round-about! God love the Brits for their patience. Though earned on more than one occasion, I never got the finger once! :-)
-

Mexico City! Anyone who mentions any city in the US hasn't driven in other countries. We may have heavy traffic, but at least it's relatively civilized.

Cairo, Egypt.

I think Atlanta has terrible traffic. I lived in Chicago, and although traffic is tough, it moves. People in Chgo know how to drive. LA is awful, but they know how to drive as well. NYC is crazy - people park everywhere and act like they are the only ones on the street. But Atlanta.... land of the bald tires (and a joy in the rain), small lanes on the highway (they seem to get more and more narrow to accommodate more and more lanes), pollution is amazing from sheer number of cars in sweltering summer humidity, people drive very badly. Other countries with bad traffic I know of Mexico City, London, Bangkok. Sheesh.
-
New York City
-
NYC .... even new jersey trying to get into NYC, its hell.
-

I think this week Washington DC would be one of the worst!
-
Seattle. I have seen people drive while reading the newspaper and drinking coffee and talking on a cell phone all at once. I seriously don't know how they do it!!!
-
worse time spent in traffic when broken down by per capita is Austin TX. It is a lot smaller than L.A. and New York and 5 oclock traffic can still take you hours.
-
Tokyo, Japan
-
Beijing perhaps?
-
Cities in India, sri lanka, indonesia, laos, vietnam, china... (and many other countries in Asia) are all very bad! Bad roads - no one takes any notice of the road rules - lots of people - lots of mopeds - lots of people ON the mopeds... it's quite good fun though!

I have not traveled all over the world but for what I have seen personally, its Los Angeles. I come from a town with a population of less than 700 people, I am not used to lots of traffic. We took a vacation to LA one year and wow! I have never seen so many cars all at once. It was nuts.
