If welfare is effective and most recipients eventually get off welfare, why aren't they required to repay once they get on their feet financially? If they are getting welfare they are VERY broke. Most likely if they get off it they will only beable to support themselves. I heard many people in the end give back if they get on their feet by helping food banks..etc.
