I have a good electronic scale (grams) ,I noticed a descrepancy in weights of coins , for example : a 1895 Puerto Rico silver 5c is off by .05 gram , a PR 20c is off by .04 gram . Even modern US coins are off a tiny bit . Q: what is the "wiggle room "?

Iaquired a 1977 Canadian quarter which feels lighter in weight, appears to have a proof or specimen finish. The coin responds strongly to a magnet. Any info would be appeciated as I understood Canada started minting steel coins in 2000.
