A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.

Means exactly what it says. THE PEOPLE have a right to have firearms. That is why it is included in the Bill of Rights. Which is the rights of the People. Not of the states or the Federal gov. The word Militia meant "common men not the regular enlisted man" being needed for the security of a free state- if the federal gov becomes a tyrant then the regular man would still have his guns in order to overthrow that gov it needed.
