Yes
I agree with HungryGuy, with one exception. I think there are plenty of countries that would strike with a nuke simply because they feel superior to the other country. Even if that country had nukes of its own.
Which would you rather have? Law Abiding Citizens AND Criminals having GUNS or both of them WITHOUT guns?
