Maybe he's not ready to say it yet, in which case perhaps it's worth waiting until he is? I suppose it depends how long it's been and how much you need to hear the words, but if he loves you by his actions maybe he feels that's enough. I've been out with men who didn't want to say the words before, I think it's quite normal, and if you want to stay with him then I think it would be worth giving it more time. Have you ever spoken to him about it?
