A man's testicles are well protected by the body. If body heat increases then they descend to remain at as constant a temperature as possible. If it's cold they snuggle closer to the body. There are also many nerve endings around the testicular area to allow them this extra feeling, so it's a very sensitive area.

When a woman puts the testicles in her mouth and rolls them gently around, perhaps sucking slightly, then the man gets incredibly aroused through his sensitivity and temperature change. That's quite exciting.
