What sort of firewall are you running? Firewalls are your first line of defense. I have one on each computer and another on my router. Properly configured port-blocking is ESSENTIAL to preventing such an attack.
Second, what sort of anti-virus and anti-spyware are you running? Not all of them are created equal. Chances are that even if you put up a decent firewall now, there have been enough changes to your system that they have a back door.
I get a little pop-up any time someone or something attempts to alter my Registry. Clicking all of those "Allow change" buttons is annoying when I go to install stuff, but it beats the alternative;leaving my ssytem wide open.
You may need to do a clean re-install to totally undo the damage in case he put in a back-door, but you DEFINITELY need a better firewall.

You're reading My labtop has been hacked and this person is going through all of my stuff and this person shut down my anti virus and anti spyware system and little chat boxs come up and he says hi how do i get rid of this person

its werid cause i have this thing called norton security and its supposed to be good and it has all those things like u said all those pop ups saying allow this program but when i click on the cpu usage it says ... system 100% norton 0% so i think the hacker shut it down or something

Norton is a joke. Use AVG, ESET, McCaffree, or any of a dozen or so other system security programs. Just avoid the ones that appear out of nowhere telling you you've been infected. Chances are, they DID IT to you.
