Since a black hole isn't really all that black, it's speed can be determined. The matter being drawn in at the event horizon emits a "scream". We know where black holes are by the nature of that "scream".
If someone yells in a thick forest, you hear it, they move a distance and yell again, do you still say they are in their original position or can you now tell the source is coming from slightly elsewhere?
