I have recently found a quarter sized hole in the bed of my truck, just off center. It rusted through the metal completely. How do I fix this?

You want to cut out the cancer and make a metal replacement plug that is welded into the removed portion, Then you want to apply an anti-corrosive primer to both sides of the repaired area and sealed with a car paint that will not let moisture get to the repair.
