1. Your initial court date is only a preliminary appearance for plea, the cop doesn't have to be there. He will be subpoenaed for the actual trial, which will be a month or so down the road.
2. If this were true, there would be many lawyers and judges disbarred for corruption.
3. With advances in RADAR technology, it can be proved that you were the vehicle speeding, and you will look like a fool if you try something like this.
The best two things you can do are to ask (beg) the prosecutor to be let off with a warning or pay and go to traffic school.
