What zoning is required in the state of Texas for a retreat center?

Any zoning laws go by where you are located. In suburbs and urban areas it would be under cities and counties. Rural will also be under counties and some areas State depending if it is state land. So I would check with your city's Codes and Ordinance Dept first, and work your way up from there.
