To add to Wicked Wille's answer. The miss rule was introduced to eradicate a "professional" foul, where the snookered player could purposely play a poor attempt at hitting the ball on and leave the white in an unfavourable position for his opponent. However it is surrounded by controversy as it is enforced almost any time that the striker misses the ball he is attempting to hit, and so some think a decent attempt is unfairly called a "miss".
