In California, what is the process (if it can be done) of getting a felony expunged from a person's record after 13 years?

    A governors pardon is the only way I know of. The more time behind you since the crime and a clean record since you were released, (if you served any time) the better. Something like this would include a letter from yourself to the governor explaining why it should be removed and references from colleagues, friends, family and any other upstanding members of the community that can speak to your credibility.
