Why is it so difficult to decide and implement international environmental laws?

    It's tough to find a system that pleases everybody.

    developing nations (2nd and 3rd world countries) feel that they can't become large and industrial if environmental restrictions are in place. The US and England polluted like crazy in the industrail revolution. They weren't able to be successful economically and protect the environment until AFTER they became established.

    On the other hand, developed nations feel it's unfair to have a double standard. They feel if they can't pollute, why should a developing nation be allowed to? Developed nations also tend to have more power in international organization.

    Can you find an ideal middle ground? I can't - So you can imagine how tough it is for these countries to agree.
