How can I design a program that allows one computer to control another without using the Internet?

    In order for one computer to control another, the computers have to be connected in some way. Unless the computers are in the same room, you will need to use the Internet to connect them. So, the simplistic answer would be, "You can't."

    If you're speaking about two computers in the same room, we need to know what operating system each computer is running and how they're connected -- ethernet jacks, USB cable, etc.
